Chev dash a/c

I have a 97 Sunrise Chevy P30 with 454 Vortec Is the Electric Condensor Fan supposed to come on when you turn the dash a/c on? Mine never seems to come on at any time? Any thoughts ,suggestions or diagnosis hints?

I think it comes on when it feels the need (Thermostatically controlled) but that is more opinion and observation than anything.

I know this..When all the fans kick in to the max... YOU KNOW IT.

also what is the freon capacity? Found yellow label but it says nothing about capacity?

It shows 2.75 for a P30 chassis.
