Coach Dash AC & Heat Blower

I have an air flow problem with my dash heater/AC unit when the air flow mode is in the "floor only" mode (which is the heat mode).

The blower motor is fine, the vacumn pump starts, pumps up, and stops when the air flow modes are changed. When changing air flow modes from AC to vent to heat the vacumn pump cycles normally and it sounds like at least one baffle is moving. Is there more than one baffle in the system?

"max AC", "normal AC", and "Vent" all have good air flow via the upper ducts and vents. When in the "floor only", or heat, mode there is very little air from any vents, upper or lower. From the sound there seems to be an air flow restriction in the heat mode, like a vacumn controlled baffle didn't move properly.

This is a diesel pusher where the blower motor and ducting is mounted in the center of the dash below the radio/CD player and the backup camera screen. After lifting the dash it is not obvious how to get access to the ducting baffles. Has anyone had access to the vacumn controlled air flow baffles in the Ultimate models, or in the Tour or Vectra models (assuming they use similar components)?? Any ideas on the problem or how to get at the air duct baffles?
