I have an '02 Itasca and it requires the Emergency brake be set to run the slides and levelers. I have always had problems getting it to set and now it won't 'click' at all.

Can anyone suggest a fix?

the last time the brake worked, did it "hold" or not? it may need adjusting.

if it is foot operated like mine, the brake on the driveshaft is operated by a cable. at the end of the cable where it hooks up to the brake mechanism, there is a clevis fitting. the pb is adjusted by removing the cotter pin and the clevis pin. the clevis is threaded. i adjusted my brake by turning the clevis, thus shortening the cable by about 1/4 inch. check the adjustment by turning the driveshaft with the transmission in neutral and the pb released with the rear wheels off the ground. do not adjust it too tightly.
you can check the thickness of the brake shoes by looking inside the drum with a mirror and a flashlight. wally world has new cotter pins.
for safeties sake do not rely on the hydraulic jacks, chock the front wheels and use jackstands.
my pb works better if i have my foot on the pedal and release the parking brake gently.

Look under the dash at your parking brake pedal. You may see a small white switch attached to the parking brake's lever arm. If you see one, turn the screw on the switch. It may do the trick.

The switch under the dash is what I had to adjust to get it to lock.
