engine batt/house bat inop

If the engine battery go bad (real bad won't charge) will it drag or not let the house batterys start the engine by pushing the bat boost switch?
will a bad engine battery drag the house batterys down? thanks
I am trying to see if I also have a bad converter/charger, it is putting out 13.8 volts

will a bad engine battery drag the house batterys down? thanks Assuming you have an isolator in place and you are not pressing the "boost" switch the bad battery is in a completely different circuit.
