The truck shop price sounds reasonable. If the brake shoe is not saturated, cleaning the lining with a solvent is not uncommon. I would bet the Freightliner proposal has more to do with potential litigation fears than anything else. The propensity for oil hubs to leak through the inner seal and get on the brake shoes is a reason many people go back to repacking the front wheel bearings with grease, conventional, semi-synthetic or synthetic.
