front alignment for 2004 sightseerer 28b
I've been told the tow adjustment is easy to do, but if the camber (?) needs to be done they have to bend the axle. Is this true, and if so, is it safe to have done?
2. Driving down the road, the slightest touch of the steering wheel makes the coach move. Does this need an adjustment too?

Depending on the chassis, most are tow in and out only from what I have been told. They usually do this using a measuring devise that tells the distance from the front of the tire and the back of the tire, not real technical or difficult, they just adjust the tie rod. I had mine done and it was almost an inch out of alignment. I do not know why you would have to bend the axle or why it would even require this. Not sure what you mean by the slightest touch of the wheel but alignment should not do this.

Just a quick point. It's toe, not tow.

Caster can be adjusted with shims between the axle and springs. Camber requires bending on king pin equiped axles.

Lets make sure we know what you have....
There is no 2004 Sightseer 28B. Either a 27C or a 30B is as close to 28B as I see. That is, assuming it's a Sightseer. Class A, correct?
Sightseers came on a few different chassis. Ford and Workhorse. Smaller Workhorse ones were on a P32 chassis that had independent front suspension. Aligning those is different than a solid axle, that the bigger Workhorses and all the Fords have.
If they are talking about bending the axle, it's a solid axle. Unless you are just reading about that and it may not apply to yours.
Sightseer 30B, Ford chassis? They were pretty popular...
