Try pulling the plug, usually 4 conductors, from the step control panel. Test for 12v at the plug, using an online manual for your step manufacturer. If power is present at the wires for the step operation (the light is often an independent source) then remove the motor mechanism and bench test it. With the motor removed, the steps should be able to be moved by hand. Lube every joint and moving part with spray white grease. WD-40 won't last long in this situation.
The motor and transmission is the same as found in automobile electric window mechanisms. Instead of buying the motor from the manufacturer, take it to an auto parts store and they should be able to match it up with a much less expensive replacement.
