Heater control system access

Hi,
On this trip I've noticed we're not getting much cold air from the dash AC. I checked to heater control valve today and it's not moving when going from heat to cold. I then checked the vacuum (green) line going to the valve, I don't have any vacuum.

The green hose goes up into the dash area, how do I gain access to that area?
I also pushed in on the control arm and held it in depressed position for several minutes and did not feel any change in the air temp from the vents.
The air-conditioner system is dripping lots of water and the system has been serviced with freon.
Any thoughts? Thanks.

One other thought, when we stop with the air conditioner running the air from the system gets much hotter so it seems that I'm getting hot engine compartment air in the system.

I think that is normal. Mine has always done that and a number of other people have posted that theirs are the same.
