Hot Water -- Not

2003 Ultimate Freedom with Hurricane Hot Water Boiler -- Codes look O.K. -- no hot water --- turn it off and turn on generator -- 50 amps -- OK -- turn Both Electric Hot Water switches on -- meter shows draw right away, turn off one switch -- meter drops like it should, get a dab of warm water -- then meter shows no draw --- no hot water -- back to the Hurricane, system says OK, but cycling -- no hot water ..pump on..plenty of water..all fuses and switches look O.K. --- Where do I look for the problem???
