Lacking a owners guide for my Powerline Energy Management syseem

I've purchased a used 1999 Itasca Suncruser. I have most of the operators manuals, but lack the owners guide for the Powerline Energy management system. I've searched the Winabago site, but they do not list this one. First, can anyone tell me where I can acquire one? Second, the the panel indicator lights are staying on all the time both when on generator power or when on a AC land line. My understanding is that only the light for the appliance being used is suposed to be lit. Can anyone tell me what this means?

Hmmm, I don't know about an owners manual. But, all the lights are normally on. It is indicating that power "is available" to run the appliance/item. On my previous motorhome the first item was the "hot water tank." If you were on 30 Amp shore power and you started to go over the 30 Amp, the first appliance to be turned off by the system was the hot water tank. The light would then "turn off" indicating the power had been shut down (or, "shed" from the circuit) to keep the Amps below 30 Amps. The system was built by Intellitec and a search should help you find some information. Here is one place to look: http://www.rvcruzer.com/docs/EMS800_SvcManual.pdf

I appreciate your counsel. Aa to the Manual, I had to go through a dealer to get one. Winabago won't talk to us unless we have a dealers number.
