Do you need stabilizer jacks on a class c? Outlook (26 ft, 182” wheelbase).

You don't need them, but they are nice if more than 2 people are sleeping in the RV. Without them, when someone turns over in a bunk, everyone else might feel the RV move a bit, according to how soft the suspension is. I always run the jacks down, even if parked on the level, to stop the wiggle when the wind blows or someone is moving about.

I'm considering adding rear stablizer jacks on our Minnie Winnie, a 22R for the same reasons as given in post 2.

Lets just say, If you have had a MH/trailer with them and then go to one without them. You most likely will run out and see what it takes to get something installed as soon as possible. But if you have never had anything with them installed then you may not notice the movements as some one turns over or walks thru the MH.
Me, the answer is I would not even think about getting anything without stabilizers\levelers on it.

We don't have stabilizers on our 25j. I have no complaints about not having them. Yes, the camper will move a little when you move around in it, but it has never bothered me, even when sleeping. Once, during a bad windstorm in Missouri the camper was rocking side to side pretty hard, but it was like being on a boat... so, no real problem there.
