OEM Solar Panel

Does anyone know how to test this 10w panel to see if it actually works? My dilemma is that the red indicator bulb no longer lights. As you know, if the batts. are low the panel light will come on indicating that a charge is being provided. Would a volt meter show a charge from the panel at the batt. terminals?

If you can find the wires coming from the solar panel disconnect them and then put a voltmeter across them, you should see ~14 volt coming from the panel.
I have 3 panels and wanted to test each one separate so I too heavy blankets and covered all 3 and checked my solar display, it showed 0 amps, I then uncovered each panel individually and wrote down the amperage, and then confirmed the total.
