It's my understanding that transmission and engine controllers will not allow the RPMs to exceed desired limits. It is normal for RPMs to climb to the high range when decelerating with exhaust brake on -- the brake is much more effective at higher RPMs than lower. Remember there are several things going on here: the transmission is automatically selecting a lower gear going from 6 to 5 and then very quickly to 4 and then as soon as speed drops all the way down to 2 (factory setting), so the RPMs will stay high with each subsequent downshift. If you were accelerating, however, maintaining that high range of RPMs could be detrimental.

I have a Cummins engine, however RPMs are allowed to go to 2800 when decelerating with the engine. Converseley when accelerating, max rpm is I believe 2300. Bottom line is that rpms are allowed to go higher when decelerating. By how much is probably engine specific
