I'm sure some of our experts will chime in on the starting problem but it makes me wonder about a faulty ignition switch.
As for the basement air not cooling well... it's fairly common for those of us with it to be unhappy with how cool it can keep the coach on hot days when sitting in the sun. Ours will usually keep the coach about 15* cooler than the outside air temp but once it gets really hot outside we struggle. Some owners of even newer coaches with basement air have taken to adding a 15000 BTU AC unit to the roof in place of one of the vents/fans to supplement the basement air. Hopefully someone will respond with a simple test you can run to test the temp of incoming air vs ambient air to help you determine if you have a malfunction or not.
