Tour Water Heater Breaker

I have a 2011 42QD Tour and today the breaker switch for the electric water heater decided to pop and stay popped. Each time I reset it, it would pop again in a couple minutes. The AquaHot works fine and the indicator lights on the AquaHot panel are all green. Anybody have any ideas where I should start looking for the problem?

Sounds like the electric element is shorted to ground.

Have you ever powered up the heater without water in it ?

That melts and shorts out the element.
