It sounds like the city water/tank fill valve is either defective or in the wrong position. Once there is sufficient water in the tank the valve should be switched to the city water position. If it's left in the tank fill position the water will continue to recirculate back to the water tank.

Saralee,
When you operate the fill valve with pressure on it from shore hose or pump, it causes the seals in the valve to fail. The valve is a pita to replace but the seals can be changed without removing the valve.
There is info in the archives of this forum.

Sounds like the valve could be in the wrong position when the pump is on. OR maybe thee is a leak at the pump, possibly the pump strainer could be clogged.
