I was cleaning in the bay and noticed there plates with the screws mounted in this fashion. None of them seem to penetrate the underside of the floor. Are they trying to push up? Or is this just really crappy quality and they are supposed to be penetrating the underside of the floor? This is on the center support beam running fore and aft.

Is there anything mounted to this plate? More pictures at a different angle will help also. Also what is on the other side of where these screws would actually be going into?
