The windshield washer fluid source at the front cap was leaking. The washer hose is connected on to a hollow threaded barb which is attached to a hollow tube coming through the front cap. The fluid was leaking up through the threads, not down from the hose connection. If you see the drops of dried fluid or dripping DON'T TIGHTEN THE BARB-THIS DOES NOT WORK TO STOP THE LEAK. I disassembled one wiper support arm and unscrewed the bard. There are only 4 small/thin threads. I used a narrow strip of teflon tape and snugged the barb back on and the drips stopped. Carry some telfon tape with you, don't over tighten, and there is the solution...
