1990n Kountry Aire fifth wheel brakes

I have a 1990 Kountry Aire and I think it needs brakes. I think they are the original brakes actually.
I would say that every 6 out of 10 times I apply the brakes i get an "E" on my brake controller. I know it's not the controller because i've hooked up to other rigs and had no troubles.
Does anyone know what brake shoes were put on the 1990 Kountry Aire? It has the upgraded Mor Ryde suspension if that helps.
