2000 Dutchstar 3865 300 Cummins exhaust brake questions

Ok so I'm used to turning on the exhaust brake switch and as soon as I let off the pedal the exhaust brake kicks in. Not with this coach. The transmission has to shift before it'll really hold you back and I can't hear any exhaust braking noise and I have a straight pipe. So is this more of a retarder than an actual exhaust brake? The switch says exhaust brake but that probably doesn't mean anything. It seems to work fine but I'm just not used to it being that way. Will this system hold as good down the mountain passes? Anything I need to know about these? By the way it is a Spartan chassis.
Any help is great..

It's a exhaust brake (butterfly valve hooked up after turbo) not a compression brake (jake). That's why you don't hear all the noise of a jake brake. Yes it will help in descending grades, but not as good as a compression brake. The higher you keep the rpm's the better it will hold.
