Hmm .

Thought for sure an '06 model would have the Allison keypad with gear selected and gear attained.

Your exhaust brake is not operating. When the switch is in the “on” position and you remove your foot from the throttle, you should see the transmission select 2 or 3. Some setups require the cruise control to also be off. If the number in the window doesn’t change then your exhaust brake is not operating.

There are folks on this forum up to the task of trouble shooting but since you mentioned Cummins earlier that would certainly be a good solution.
