4019 Dutch Star-One dash A/C vent not working

On the passenger side to the far right as you are facing the dash, there are 2 vents close together above and below each other. The top vent is not working. I don't see a control for the vents. Anyone know?

We just noticed this last week as well. I haven't yet had time to explore this issue.

We thought about it being a dedicated defrost vent for the door window, but got interrupted (phone call) before we explored (Coach is now 30 mi. away in temp storage).

Only strange to an actual user of the rv. On the draft table it makes sense
