Its doing what its suppose to cycling with the furnace to keep tank compartments warm.
If you want you can put a switch across the wires to fan to shut off during not so cold days, the fuse for it maybe where return air vent is for furnace with a couple others, just do not forget to have it on when temperatures drop or you will be in a fine mess.

only basement fan cycles on & off every few seconds
furnace keeps interior at set level
basement fan comes on & off every 2 or 3 seconds

thanks

That's interesting why would the basement fan come on if the furnace is not working the purpose of it is to draw heat from furnace to warm the tank compartments.
Anytime I checked my fan the furnace was on for it to draw the heat down to compartments furnace goes off, fan went off.

From what you describe it sounds like the blower motor may have an circuit breaker that is tripping and auto resetting. Don't know if that circuit would have a fuse or circuit breaker but it may be worth a look. If this is the case, than further investigation would be in order to see why it is tripping.

I was always under the impression that the furnace control board supplied leads to fan to operate when furnace operated.
Will have to look up control board for furnace.
