Coating on LEDs below headlight coming off?

A number of LEDs on the strip below the headlights started not lighting. I noticed that the transparent plastic covering had become brittle and in some instances had cracked and let water in disabling the LED. I ordered new LED strips at $35 each and noticed that while passing my finger over them to glue tgem in place, a silicone type residue was coming off. After closer look I noticed that it was the plastic covering that was starting to come off and leave gaps in the protection. Feels like I've spent money for nothing. Has anyone else encountered this issue and how have you dealt with it.
