I have a 2004 Dutchstar, Cummins ISL 370, side radiator, Spartan Chassis. I am planning to change the coolant. The Cummins manual says "be sure to open the petcock on the aftercooler for aftercooled engines" Does anyone know if this is an aftercooled engine, and if so, where the petcock is located?

Not to many answers to your question yet. It could be as to why you want to change your engine cooling system fluids.
Not sure what coolent you have but my gas has DEX-COOL that is good for 5 years or 150,000 miles.
The only reason to change earlier is if you had to add coolent with another brand other than DEX-COOL. In that case its 30,000 or 24 months.
As to your after cool question maybe someone will step in here now to answer it for you.

It most likely has Texaco ELC good for 600,000 miles or 6 yrs with an extender at 3yr. Spartan changed from Texaco to OWI Final Charge later but its all same OAT coolant and red.

Spartan changed to extended life coolant, but not till after my chassis rolled off the line. Changing coolant after 2 years per the Cummins book. Going to use extended life coolant. Dawned on me that I should go to the source so I called Spartan. They were very helpfull. Should have thought of them first as they have been very good in the past.

Bruce,
You went to Spartan and they were very helpful. What did they say?

Tech checked to make sure sensor wiring was compatable with ELC. Gave me total system capacity (12 Gal). Book only gave engine capacity. Said not to worry about venting while refilling. Confirmed that you fill through the surge tank. Said fill to sight glass, run then refill to sight glass if req.
