DASH AC / HEAT Problem

On my 05 KSDP the condensor fan up front runs when in Heat position.
Checking out this problem,I find that the blue wire from the 3 dial controller is energized not only in AC,Max.AC,and the 2 defrost positions,but it is also "hot" in the Heat: top &floor position.( 1 O'clock on the dial).
This seems wrong to me,or is there some reason for this or do I have a
bad switch???
In the 2 O'clock,floor heat only,the blue wire is not energized.=ok
This is not a new problem,I had this for a looong time,but just got around to it..
The Evans Dial Controller is an RV 201304.
All expert comments are welcome.

The control is working as designed, unfortunately.

I can't find the part number you referred to, but here is a manual for a typical dial controller. The last page says essentially that the A/C compressor operates in every mode except Vent and Heat. I thinking of adding a switch so I can turn off the compressor when I want to, I just have to find one that will look good enough to gain DW's approval.

Hi Luv2go,
Thanks for the LINK, I found by now that the AC compressor is intended to run in the Bi-level mode to de-humidify the air.
On the other hand,why do I need to run the compressor at the end of Nov./ Dec. when I go from IL. to FL. and I need all the heat I can get,because my heating system up front is marginal when it is 20 degree F outside.
So in the next few days I will install a heavy duty toggle switch to cut out the compressor and condensor fan by splicing into the blue wire.
