Welcome to the forum & irv2.
You say you have a 2004 KS which came on a Workhorse W-22 with 8.1 Chev & Allison trans.
If that's correct than take a look at this thread, 03-04 KS had problems sucking in water to mess up your air filter and MDF SCREEN.
Some of us added a bulb rubber gasket to stop water from entering the TUBA and some of us placed a CAI Air filter and eliminated the filter box.
The thread starts in middle with the solution, you can read back in thread as how the fix came about.

It sounds like you may have a fuel pump issue, have the garage check the fuel pump pressure at the engine fuel rails. If low psi, run the tank down to very low fuel since the tank needs to be removed to change the pump. Not cheap. Is the pump making a whinny noise?
