If the handle is in the up position, the lock should be unlocked and the drawer should open. I may be miss reading the OP. The goal is to get the drawer off its' tracks so you can remove it completely and determine how to repair or replace the locking mechanism. The lock catch is in the center of the drawer behind and below the latch handle. If you can shine a light from the side you should be able to see the latch on the frame pointing down. The catch latch on the latch handle mates with the frame latch. To get the drawer off the rails there are two plastic levers. One on each rail, on the outside and near the front of each rail. The front of the plastic catch must be pulled or pushed (I forgot which) just a bit to allow the drawer to be pulled out of the rails. Once out you may be able to determine what is not working.
