my 1999 Dutch Star on a Spartan is hard to start when it is cold I believe that it is caused by the air box heater not working Ineed to locate the relay that operates it any help

Welcome kt38 to the Newmar forum and irv2.
I will short cut your question to the Spartan chassis forum for more expose. What I know about a diesel engine thought you had to plug in heater cord to warm up oil. At least thats what we did in Alaska.
Enjoy the forums and do post often.

I have a 98 DSDP and had no real problems this winter with temp above zero..let the unit sit for a 15 sec before starting after turning on ignition..started right up..very rough and stumbled once..restarted and cleaned itself out or smoothed out if you wish and was fine...not sure if this helps but point is it doesn't like the cold even with the heater and you may have to let the heater warm up..just a suggestion as I'm no mechanical wiz..

007, I had this problem with the 350 Cummins in my unit...It was the heater that preheated the fuel which Cummins uses....It was replaced and no more problems with it....It was still under warranty and dont know the cost though....it would sometimes take up to 30 minutes and many tries to get the engine to start....this was even with using the engine heater prior to attempting a start...
