J-Lounger seatbelt removal

We're about halfway through ripping everything out the RV (2001 38' DSDP) in order to replace the carpet with laminate, but have run into a snag. The seatbelts that are bolted through the floor where the J-Lounger is (behind passenger front seat) aren't accessible from the bottom of the RV. It looks like they should all be coming through the top of the first storage bay, behind the front wheel, but we can't access them because there's a "ceiling" on the storage bay.

How do I get to these? Are they bolted from the top only, or are there big 3/4 inch nuts and washers hidden below the floor like all the seats and seatbelts up front? I don't want to start loosening them until I know I'm not going to be spinning a nut under the floors.

If you can put some lift pressure under the bolt head as you turn with socket and nut isn't a lock nut you may get it out. J-LOUNGE must be bolted also.
Have you checked ceiling of floor under coach outside of compartment walls.
If you put belts back will have to drill down through the compartment ceiling and maybe with longer bolt..
