Kountry Star Fiver Black Valve

1999 KS 30RKCL. Black Valve hard to operate. The black valve is enclosed above what appears to be a access panel. I had a RV Tech try to remove the screws in this panel. There was not any opening above this access panel. He did make a small cut to see the valve. He says it is a special valve that he was not familar with. It has a provision for a rod that goes to the pull handle. Therefore he didn't replace the valve.
Can someone offer information as to valve access, correcting stiff operation and/or valve replacement? Can a backyard mechanic fix this? Is this valve unique to Newmar?

Russ I would drill out the screws holding plate for you to gain access to dump valve.
The valve can be changed out by your self or relubed. There are four bolts on four corners of square section where the blade with block water from tank.
IF it has not been used for some time than the rubber rings inside maybe dried out or binding the blade from being pulled out thus the broken handle.
You can get replacement blades with everything new but save your rod and you will need a new handle.
You can remount the access plate or just leave it open its up to you.
