An additional option would be to add an auxiliary 12v vacuum pump, which are inexpensive, and can be used to create a separate vacuum system to drive your vacuum controls and brakes. Use a "can" like lugnut suggests as well. Pull one out of an old clunker at the local bone yard.
Low engine vacuum is certainly causing a loss of power and fuel economy. It might signal something simple like a leak in the intake system, maybe the intake manifold gaskets or carb gaskets? It might also be a warping at the intake mounting flanges too. At the worse case it might indicate worn piston rings and/or valves.
Might be worth having a "leakdown" test performed to ID exactly what's going on so you know what to expect in the coming miles and can plan for it before something major surprises you.
