Mirror Assistance

I just received a new Ramco mirror to replace one I lost earlier this week ..

My question is when trying to remove old mirror post there are two half circle rings on top or lost ball. I removed the set screws on each side, removed marker light. No nuts or connection on bottom

How do I remove this post so I can install new mirror

Thank you, I just replacedthe mirror head. PB Blast assisted a lot. Note. I had to use the old collar as the one shipped did not fit properly. All is well with DW and we appreciate your help
