I've lived in NJ for (yikes!) 50 years. Growing up, the Wayne DMV was the closest to us and during all the years I can remember, they were regarded as a nightmare. Took my driving test there, failed parallel parking because the snow was 18" into the road from the curb and too deep to park into. Things got better in 2004 when McGreevey (not Whitman) in one of his few good moments changed it over to the MVC. It was remarkable to me that it was able to do a license renewable in 15 minutes. It has degraded again, for sure, but it's still not as bad as before that. Our Freehold office is still quite good, but I avoid Eatontown like the plague. Wayne according to my parents never improved even during the best days.

I am all the way down in southern NJ and use the DMV behind the old shore mall. Very fast and the folks there know what they are doing. It helps not only to have the experience but a good attitude as well. They treated me well and it was quick.

Our inspection stations we have and one of the larger ones down the road from me in Mays Landing. Another great facility. Now that the inspection requirements have been reduced it is really fast there as well. No more long waiting and all that non sense they used to do.

For me the service has improved since they went private. I really like that you can purchase a three year registration for the coach and the fact that there is no inspection for my coach makes things even better.

I am of course one of the lucky ones

I could be wrong about it being Whitman, and McGreevy may have tried as well, but the experience I was relating was from the 90s. I was gone from NJ by 2004 (after 43 years).
