The heat in the basement will come on if the system is on either electric or burner. The whole issue of the inside thermostats is not important because if it's that cold you will probably have them on. I actually find the floor electric heat puts heat in the basement also.

Yes-the switch must be in electric and/or diesel in order to get heat inside the coach via the furnace or wet bay heat.

If you are in storage turning the panel switches both to off will shut everything off.
