Yes definitely...
To power Oasis...the least you can have is the House Disconnect switch turned ON, so your coach has 12v power to the Oasis Control Unit...And the "Burner" switch turned ON.
If you have shore power, or the generator powering the coach...then you can use the electric heating elements in the Oasis system. They have three switch positions...1, OFF, 1
+2. You should get hot water in any configuration other than OFF for the burner, and OFF for the electric elements.
Here's a situation to consider...
IF you are powering the coach on less than 50 amps...AND you have the EMS installed(Precision Circuits Energy Management System)...AND you have ONLY selected the electric elements for OASIS....AND you are running lots of high draw appliances....maybe doing laundry, with the microwave/convection oven on, cooking with induction cooktop, etc... There is likelihood that the EMS will "load shed" and turn OFF power to your Oasis Electric Elements.
If your switches are all in the correct position...then there's a problem. I would start with making sure the 110v circuit breakers for the Oasis electric elements are not tripped...and move on to the myriad of 12v breakers/fuses that supply the Oasis system...finally, it could be a problem inside the oasis such as low heat transfer fluid level, or a faulty temp sensor...
Hope we get it working for you. It's a great system! But sometimes a unit makes it out with a crossed wire or faulty sensor...and then it takes some troubleshooting to make it all work like it's supposed to.
