On Guard adaptive cruise control speed

Does anyone know at what speed the adaptive cruise control will work at. On my car it cuts out at 18mph, but I know some new systems on cars will bring you to a full stop.

Can anyone with the On Guard system share their experience with it?

And will it slow you down if a faster car cuts right in front of you?

Also, can the adaptive part be switched off... enabling use of the cruise control function without the adaptive part?

It can be turned off through the glass dash on FL units but it will throw a check engine light.
