The problem was with the engine block heater. The overhead on/off switch was in the off pos. but the receptical where the heater plug is was wired hot all the time. Pulled the plug, problem solved. Now to repair the receptical.

Glad you found the source... A rogue engine heater - now that would be quite some "phantom load."
