Roadmaster Spare tire carrier

I installed a roadmaster spair tire carrier on my Bay Star. The problem is the license is covered. How do I fix this?

Can you mount the license to the carrier?

How much length does the spare tire carrier with tire add to the Bay Star. I don't have much space between my 3002 Bay Star and the garage door. Thanks, Jerry

The carrier with a 22.5 tire is about 12" past the ladder . Close fit to the back of the RV. This is on a 2015 2903 coach
