This is unrelated to the cracked rear bumper, you would get more results if you started a new thread.
Since you switched out gauge clusters and it didn't fix it, you should look to the speed sensor. Not sure what engine/transmission you have, but it's often on the transmission housing.

speedodometer cluster
1996 newmar kountry aire , ford 460 engine ,ford transmission, ford chassis .. i replaced the cluster and the speed odometer jumped a few times and stopped and the digital miles never changed . before all this happened , i was travelling down the highway the speedodometer stopped working. later the rv. stopped down shifting . i go in to the ford place, i was told the speed sensor is bad. i go down road , the rv. stopped down shifting. i go a little ways the rv. quit pulling . later i replaced the e-brake .i was told the seal blew out. i have power to the cluster in two places on the plug-in to the cluster, at the back,12v.

First thing to check is the ground. Might add a ground wire to a good ground on the frame or maybe even to battery since the batteries should be up front.

As said you need a ground also.
Maybe you need to take back to shop that changed your speed sensor to finish the job.

If you are handy, you may be able to do the repair job yourself, if not, any reputable auto body shop should be able to repair if the damage isn't too extreme!
