Any tips/suggestions for us first-timers would be appreciated. We will be dry camping and need to fill our water tank sometime before we arrive, is there potable water available there? We are arriving early also. Has the past events been beneficial?

Be sure to arrive with full water tank and empty holding tanks. I would recommend a full fuel tank as well to fuel the genny while you are there, and to 'get out of town' without having to wait to fuel on the way out.
There is water available, with water trucks coming to you for a fee. Same goes for the honey-dipper.

We will also be going to the Rally in Perry, GA.
Dry camping as well........
Does anyone know if they park all the coaches together or is everything all mixed?

I'm registered for dry camping at the Perry rally and have attended several of these in the past. The rigs are parked together as they arrive, the only segregations are dry camping vs electric and the same segregation for their handicap areas. In the dry camping area a motorhome can be next to a travel trailer, fifth wheel, pop-up, camper van, etc.
If a group wants to be together they need to assemble somewhere outside the gate and come in together. There was a space on the registration form for indicating if you wanted to be with another RV'r. I think those who opt for this are sent to 'will call' until the other party/parties arrive and then they're ushered in. Not 100% sure of this because I've not registered this way.
Regarding the tanks, it's imperative to come in full and with the gray and black tanks empty. As said before there are vendors for water and a honey wagon but the list is usually long and the price is steep.
Maybe I'll see yawl there.
