I would make sure that the surge protector is passing voltage to the transfer switch.
We had a similar situation where the 50 amp Progressive EMS display was showing correct voltage coming in but it would not pass it thru to the TS. Thinking that the problem was the TS, called a mobile repair and after a $270 bill, disconnected the Progressive and connected directly to the TS. everything worked.
