I would unplug your two head light plugs to bulbs. Than try a fuse. If doesn't blow than it might be a light or something short in the plug of one of them.
You may have shorted elements within the bulb itself.
If when you slow down in traffic the Evans control valve if you have that heater/AC system maybe allowing hot water into the heater that AC part of unit cannot over come. What some of us have done is install a ball valve in one of the heater hoses.
You will see the heater hoses going into the Evans control just to the left of valve.

I also installed a shut off valve in one of my heater hoses and the problem went away. You can start off by using a "C" clamp on one of the heater hoses and see if that solves your problem. It probably will. Then go ahead and splice a shut off valve into the hose.
When your engine is warmed up feel both the heater hoses. The hotter of the 2 is the best one to clamp off, but I'm not that sure it makes that much difference which hose you clamp.
If you are still driving and haven't done anything yet, try turning the heat selector all the way to hot then all the way back to cold. This usually unsticks the Evans Control Valve and you will get cold air for awhile. It takes a few minutes to purge the hot air out of the system. This works best when the MH is at lower RPMs. there is less pressure against the valve.
