This is a common problem. Easy fix. I have a more detailed post on the fix previously somewhere in this form. Basically remove the window (it lifts up/open and off the upper hinges from the outside) and drill out the rivets holding the closer to the frame - when you reinstall use either POP rivets (a sharpie to make them black) - or small #10 pan head x 3/8 or 1/2 nut/bolt - recommend nylock nut). Clean window, don't try to remove the material on the closer part. Measure where the closer goes and mask off the area. Then slather epoxy on the masked glass area, apply the closer and let dry. When partially dry, use razor blade to slice the epoxy spill-over along the outside of the closer, peel off the excess on the tape and let finish drying. Reinstall window. Using 1hr epoxy this job takes 90mins total including cocktails.
I actually prefer the cleaner look of scraping off the "black-out" (special Hehr anti UV paint) that covers the bottom of the window and just having the closer w/o the black-out paint.
