Access to SW wiring on the column is pretty straight forward- remove the small plastic buttons w/a sharp knife blade (being careful not to stab or otherwise lacerate anybody near you (don't ask why this admonishment)), then remove the screws. Back of lower shield is velcro'd at the back & peels off w/the usual scraaatchy noise of velcro strips.
You'll see the white wires to/from the SW.
Behind the steering column on the firewall you'll see the air solenoid valve Algoma refered to.
Before doing anything else IIWM, I'd check out all wire casing for burn marks & replace any burned wire; then I'd check solenoid activity (apply 12V to the activation side of coil & see what happens; if its ambiguous, pull solenoid & activate while blowing to see if its opening properly).
