This will fix it

You will need to buy a piece of radiator hose to attach to the tube off the filler tube.
Remove the vent hose from the filler tube and attach it to the faucet as in photo.
The short piece of radiator hose you purchased get attached to the filler tube where you took the other hose from. Be sure to plug it as shown or it will leak fuel as you fill.
The reason the tank won’t fill is the pressure is not being released. This will solve the problem.

Elegant solution however, I would substitute a fuel resistant hose for the "radiator" hose, reason being because WRV used non fuel resistant vent tubing for our 06 which failed causing leakage during and after filling.

I remove both fuel fill caps and this helps a lot.

"Two-cap" solution only applies if you have a mid-door entry but agree, just venting the other cap will help a lot.....

Vent tube.
The previous owner of our Alpine had the same issue.
Solved the problem completely

This Fixed Mine

See Attached File.After this re-do of the fuel filling system the fuel loads very fast. I detached the tank vent hose from the fill tube and ran it to the faucet.
I put another hose onto the fill tube vent where I removed the other hose. Be sure to plug this hose to prevent fuel dripping during filling. To fill tank open the faucet to allow the fuel tank to vent. Fuel up. Close faucet.

You gotta love all the help from folks who own SOB's. Alpine used substandard hose for the Diesel fuel fill and the vent hose. Replace both lines with quality diesel fuel rated hose of the proper size, this will solve the issues, and most likely you have a kink in the vent hose.

As an aside, I treat my fuel with Power Service Diesel fuel treatment every third fill up, and treat it prior to laying up for a week or longer when I fill up. Never leave tank low or empty, as moisture will form, and I have seen it in the Desert SW as well. My MH has 143 gallon tank, and I never let it go below 1/2 full/empty because of dip tubes in the tank which will prevent the Hydro Hot from Starting and the genset from starting as well. When gauge tells me I am at that level, usually right before we are going to stop for the day, I usually put in between 70-90 gallons. Yeah, the gauge is not very accurate. This ensures that my heat will work, and my genset will start if necessary. In case of nighttime emergency and I gotta move, my tank is full, so I won't be stuck in long fuel lines if everyone else is leaving area at the same time. Food for thought. Remember, an RV is an emergency escape vehicle, if you stock it correctly, we have gone 3-4 weeks living in it if we are careful without stores, etc.
