HWH Fluid Level Check

On my 2000, I was looking for the process to check the level on the HWH tank. On mine it runs one slide and the jacks. I didn't find anything on the exact measurement process, so here goes:
1. I noticed with jacks extended the level is on the lower mark of the dipstick. With the jacks retracted it's on the upper mark. Is it to be checked with the jacks up and slide retracted?
2. For the dipstick measurement, do you just set it on without threading it in or do you thread it in until it stops?

As a side note that cabinet gets mighty dirty from road grim (being behind the PS front tire) and random oil mist. Anyone done anything to improve the cleanliness. I sealed some extra bolt holes, but wondered if others had better ideas.

You check the HWH hydraulic fluid with all slides and jacks retracted. To check it you screw the dipstick/cap all the way in.
