Recently someone commented it wasn't above WRV to grab whatever parts were handy to help out in a build. Apparently someone was en route to the restroom when the need arose.
This is the backside of the plate for the hose reel.

I like it! Would have made a better cover plate for the black water dump handle though.

It sure looks like there are alot of holes behind where that plate is mounted.....also, the cutout in the white plastic looks kinda hinky, like maybe its been "field modified" a few times. Are you the original owner? Any chance someone other than WRV has had their hands in there?

I'm not the original owner, though I have (presumably) all the receipts for non-factory work. It was picked up and PDI'd at the factory. In the video from the first owner, the hose reel is there and seems the same. Could be something happened during PDI. However, if you take apart your utility bay, you'll probably find that panel isn't exactly CNC'd.
As a side note, I've seen numerous hose storage ports at this location (lower right). The hose reel barely fits here and one mounting bolt had to be padded with hot glue to keep from rubbing the tank (which it hasn't thusfar).

I don't believe WRV installed a hose reel in 03. Probably owner or dealer installed.

If you go to NAPA, you can purchase some vacuum port covers in various sizes, which work perfectly covering screws and bolts that might rub into some tanks or whatever. My surge guard sits directly infront of my waste tanks and the bolts were rubbing on the tank, covered them with those bolt boots and now it does not rub any longer. Found all the bolts lose in the bracket which holds the surge guard, so tightening them up helped as well.
