You must be a member of ACA to be a member of an ACA regional chapter (SoCal, NoWACA, etc). As the word "chapter" implies, the chapters are "sub" organizations of the national organization.

In the same vein, ACA members must be members of FMCA, because ACA is a chapter of FMCA.

(It's a simple answer. It shouldn't need a private message, unless the PM was going to have an "alternative" answer.)
