Are you sure all the mounting connections are tight and there are no cracked cross bars or anything like that can vibrate to cause the whistle?

When we owned a '03, I put rubber washers under the mounting bolts, helped a lot.

You're right. It's the wind blowing through your grill that causes the "bars" of the grill to resonate and create the whistle.
I had the same problem which National RV corrected with 10 strips of fabric reinforced rubber strips that snapped on the grill bars in a verticle position. They are about 3/16th thick, 1/2 inch wide, and 9 inches long. They are notched to snap on the grill bars. I'm sure you can come up with something similar that would accomplish the same job of damping the vibration.

On my 05 the noise was coming from the right side of the grill. For a test I rapped a small bungi cord around the grill bars and was going to remove the grill and mount it in rubber. That was 2 years ago and the bungi is still doing fine.

I don't know what your grill looks like , but my bounder has about 12 horizontal hollow tubes that whistled. Fleetwoods fix was to remove end caps and fill with pool sand and replace caps.

Is this a whistle or more of buzzing/whining? I have an '07 Dolphin with a very annoying noise that starts around 45mph and progressively gets louder as speed increases, then starts to taper off about 60. Upon slowing down the noise returns, then goes away at 45 and below. We had a Christmas wreath attached to the grill last winter and the noise disappeared. I assumed after that it was a high pitch vibration noise caused by the wind speed. Have talked with other Dolphin owners and none have had this issue. Always thought the noise was coming from something behind the grill and that the wreath attached to the grillhad broken up the air causing the vibration to stop. I am planning a trip Thurs andwill tighten up the grill and report back on this.
